It's essentially a rain garden

There are always articles in the paper about the Big Picture donating its space for this or that charitable event.

What was once a half-finished, abandoned structure is now an inviting café with really good, reasonably priced food that supports local farmers; a movie theater diverse enough to please just about everyone;  and  a family-friendly community space all due to the expense and extremely hard work of Claudia Becker.

My understanding of a bioswale is that it's essentially a rain garden: an aesthetic, ecologically friendly solution to runoff. Many towns throughout Vermont are paying to have them installed. If Claudia Becker restores the land at the Big Picture to its original condition, there will still be dirty water running off into something, won't there? Isn't it better to have a beautiful, ecologically friendly rain garden that we don't even have to pay for?
