One important way any government can follow is to cut the waste, fraud
and abuse that bubbles up in any public structure. The prime target
should be to cut the pork or, if you like, "earmarks" where
expenditures are not evaluated and voted on in public and suit an
individual's need for more votes from his constituents.
Ask whoever is in charge of monitoring all the public programs
operating today to determine which ones are not producing results in
accordance with their mandate, or by spending monies beyond
authorizations. Determine which ones are not needed, which ones are
completed but plead for more money and which ones
overlap others causing unneeded duplication.
I would hope that we do have a watch-dog in our government that
addresses these problems and also is aware of a program called
P.A.R.T.S. which is an acronym for Program Assessment Rating Tool. It
is used by the Federal OMB. It is helping there but can't keep up with
the damage done by pork.
These are obvious ways to find your needed cuts. Don't be shy, get in there and dig, dig, dig.
