The water project and Phase 1 of the wastewater project addresses the short-term public health need for a potable drinking water source and separation of well and septic systems and emergent wastewater contamination conditions. Phase 2 addresses the long-term plan for growth, both commercial and residential, as outlined in the Town Plan.

The Route 100 reconstruction project has already been postponed several times in anticipation of the sidewalk, water, and wastewater projects. Though these projects have been closely coordinated, VTrans officials have made it clear that if the project is to be delayed again, other demands on their resources will require that they simply resurface Route 100 in 2010 or reallocate the funds altogether to other projects. Reconstruction of Route 100, which is already long overdue, would not be possible for another 10 to 15 years.  

The task force and select board realize that these projects, both independently and collectively, are not a panacea for all of Waitsfield's potential wastewater management issues. However, if passed, these bond votes are a critical message to the legislature of Waitsfield's commitment to growth management and health of the Mad River.  This may make more funding available for future expansion of a second decentralized wastewater system in the Village District.

The select board hopes that all Waitsfield voters as well as affected users within the service area understand these projects. We encourage you to read and reread all three bulletins the town recently circulated. We encourage you to watch Channel 60's broadcasts of recent public forums and the call-in broadcasts. Information is also on the town's Web site at www.waitsfieldvt.us. Most importantly, we encourage all voters to vote. We hope these forums have given voters and taxpayers an increased knowledge and understanding of these projects and the understanding of the long-term ramifications of the bond votes passing or failing.
